In order to protect the Indian steel manufacturers from the recent surge in imports of steel products into the country, the Directorate General of Trade Remedies (DGTR), the investigation arm of the Ministry of Commerce and Industry, has proposed a provisional safeguard duty of 12 percent on flat steel products ad valorem (in proportion to the estimated value of the goods or transaction concerned) for 200 days, pending final investigation.
A notification issued by DGTR on Tuesday night recommended the imposition of safeguard duty on a number of non-alloy and alloy steel flat products, including hot rolled coils, sheets and plates; HR plate mill plates; cold rolled coils and sheets; metallic coated steel coils and sheets, both profiled or not; and colour coated coils and sheets, whether profiled or not. The list further included galvanneal steel coated with Zinc or Aluminium-Zinc or Zinc-Aluminium-Magnesium.
It said the recent and sharp increase in the imports of steel products in India has threatened to cause and even caused serious damage to the domestic manufacturers of these products, and the industry as a whole.

There was a necessity for immediate application of provisional safeguard measures since in critical circumstances, any delay in application would cause irreparable damage to the industry, added the notification.
The imposition of the duty will have to be notified by the Ministry of Finance.
