Dilip Buildcon Receives PNGRB Authorisation for Paradip–Raipur LPG Pipeline

Dilip Buildcon Limited has received PNGRB authorisation to develop and operate an LPG pipeline from Paradip to Raipur, supporting safer LPG transportation.

Dilip Buildcon Limited (DBL) has received a Grant of Authorisation from the Petroleum and Natural Gas Regulatory Board (PNGRB) for laying, building, operating or expanding a petroleum and petroleum product (LPG) pipeline from Paradip, Odisha, to Raipur, Chhattisgarh. The EPC works are valued at approximately INR 1800.00 crore (excluding GST), to be executed over a period of 36 months.

Under the project, PNGRB has granted DBL an exclusive licence to act as the authorised entity for developing the pipeline infrastructure for LPG transportation, including its financing, construction and operation. DBL will also be entitled to levy and collect the applicable tariff for LPG transportation up to the designated delivery point.

The project involves a construction period of three years, followed by an operation period of 25 years. DBL, through its Special Purpose Vehicle (SPV), will undertake the design, financing, development, construction, operation and maintenance of the proposed LPG pipeline infrastructure, subject to applicable approvals and regulatory requirements.

The pipeline is intended to facilitate the transportation of LPG to the bottling plants of various Oil Marketing Companies (OMCs), replacing existing road-based transportation through tankers and thereby enhancing road safety. The proposed infrastructure will also operate as a Common Carrier in accordance with the applicable PNGRB framework, allowing eligible OMCs and users to access the pipeline capacity.
