The Sultanate of Oman has signed a groundbreaking Joint Development Agreement (JDA) with the Netherlands and Germany, to build the world’s first liquid hydrogen import corridor, connecting the port of Duqm in Oman with the port of Amsterdam in the Netherlands and key logistics hubs in Germany, including the port of Duisburg, and onward to other European countries. The JDA would enable the commercial-scale import of renewable fuel of non-biological origin (RFNBO) compliant liquid hydrogen to Europe.

The agreement was signed by 11 parties in total, including Oman’s national green hydrogen orchestrator Hydrom, Oman’s global integrated energy group OQ, Tata Steel Nederland, German logistics and transportation company Hamburger Hafen und Logistik and Dutch company Hynetwork, among others, bringing together all the critical links for the envisioned supply chain.

The companies would develop a centralized liquefaction, storage and export facility at the port of Duqm. Hydrom would ensure that upstream production aligned with national plans and that the project integrated seamlessly into Oman’s broader hydrogen infrastructure and policy framework. OQ would develop the hydrogen plant along with related storage and export facilities, contributing directly to the corridor’s supply capabilities and Oman’s national hydrogen targets.
