Centre Revises ‘DMI&SP’ Policy to Strengthen its Domestic Steel Manufacturing

The Indian government has revised its Domestically Manufactured Iron & Steel Policy 2025 by introducing a stringent ‘melt and pour’ norm, impacting steel procurement for public sector and government infrastructure projects.

The Central government has introduced a significant revision to the Domestically Manufactured Iron & Steel Products (DMI&SP) Policy 2025, impacting steel procurement for public sector and government infrastructure projects.

The revision introduces a stringent ‘melt and pour’ condition that states the steel used in the projects must be entirely produced within India. This means the full process, from melting to pouring crude steel, must be sourced and processed domestically. The move is designed to reinforce the country’s steel industry by ensuring that all core stages of production are carried out locally.

Earlier, the policy allowed for steel with partial domestic processing to qualify, even if it originated from abroad. Now, that loophole has been closed to prevent reliance on foreign steel inputs and to foster self-reliance in line with the ‘Make in India’ mission.

The government aims to fortify local manufacturing capabilities, protect infrastructure-related supply chains, and generate more employment by reshaping the procurement norms. This shift is expected to offer a substantial boost to Indian steel producers and reinforce national economic resilience.
